Public Bicycle Sharing System - BengaluruBengaluru is rapidly growing, both in terms of human and vehicular population. It is estimated that about 1.5 lakh people move into the city every year as the city is the hub for education, employment, healthcare etc. The Draft Master Plan 2031 for Bengaluru estimates that the population of the city would double and vehicular trips would triple by the year 2031. The Draft Master Plan 2031 anticipates huge investment in mass transit systems like Metro, Suburban Rail, LRT, BRT, etc. For the mass transit systems to be successful in influencing people to shift from private vehicles to mass transit for commuting, easy and safe access (last mile connectivity) to the mass transit stations is very critical. Last mile connectivity could be achieved through multiple means such as pedestrian and cycling infrastructure, feeder buses, auto-rickshaw, etc.
In view of this, Government of Karnataka had announced in the Budget 2017-18 to take up bicycle rental/sharing scheme (PBS) in select clusters in Bengaluru. Subsequently, DULT had carried out a detailed study for feasibility of introducing PBS in Bengaluru and had identified clusters where potential demand for PBS exists. In the first of implementation, DULT plans to implement PBS in the areas such as MG Road, Vidhanasoudha, Indiranagar, Koramangala, HSR Layout, Banaswadi, HRBR Layout, HBR Layout, etc. and provide bicycle parking locations for more than 345 locations.
DULT plans to commission the PBS system in the above mentioned area using a dock-less environment. The system shall be technology neutral and the operators shall be allowed to bring in systems they feel is feasible for their operations. In this system the operators interested to provide PBS service shall submit an application to the DULT indicating the number of cycles they would operate in the city and the list of parking locations they would utilize for their operations. A permit fee shall be prescribed for issuing of the permit to any valid operator based on the scale of the operations desired by the operator. The permit so issued shall be valid for a specified period of time, subjected to the operator fulfilling the terms and conditions of the permit. The permit may be extended as per the prevailing terms and conditions at that point of time. The terms and conditions shall be agreed upon by the permitted operator in order to maintain the requirements of safety of bicycle users, orderliness in bicycle parking, non-discrimination of users on socio-economic factors and financial fairness in levying user charges, etc. Additionally, DULT is also planning to lay supportive cycling infrastructure (dedicated & shared cycle lanes) to complement PBS system and improve safety of cyclists in those areas. DULT plans to expand the system in other areas of Bengaluru in a phased manner.
